Meeting was called to order at 7:30 p.m. by chair Michael Rainville. Motion was made (Grans), seconded (Evans) and carried to approve April minutes. Agenda was approved by consensus. Financial report shows Medtronic donation of $500 received on behalf of Bo Washchuck. Parade fund is donation made several months ago by Old St. Anthony Business Association.
Land Use and Planning Committee: Written report was submitted and reviewed by Ron Korsh, with discussion of Webster School's future, being aware of “edges” of neighborhood, reaching out to businesses in neighborhood, problem properties, flood plain issues and bike trails. Minutes will be put on Web site if e-mail copy is received at office. Next meeting: June 2; Korsh will check with committee members re: low attendance and to assess whether meetings should be every other month.
Northeast parade donation of $100 was approved by consensus.
B.F. Nelson Committee: Grans recapped written report that was submitted. Sister City connections should be pursued re: participation in park/art. Boom Island Park and Nelson park should be viewed as one site. Groundwork may be getting intern to assist with exploring options for funding and renovation. No luck so far getting movement on signage. Rainville said Parks Commissioner Dziedzic is open to this; need to get design proposal ready. Temporary signs could be in place for up to two years. Mayslack's fundraiser opportunity if coming up later this month; volunteers will be needed - details to come. Vic's Restaurant also has a fundraising opportunity; idea referred to Fundraising/Outreach Committee. For June meeting, Grans will work on specifics for signage proposal and funding needed. Next meeting date is May 26 at park.
Outreach/Fundraising Committee: Group has decided Oct. 8 will be second annual event, similar to last year's with 5k run and Autumn Eve - will keep same format and activities. Volunteers are needed now. Committee will try to keep evening event at library; will explore rent reduction. Tickets: $20 and $25. Next meeting: June 6. Saturday hours will be starting at the library soon.
Crime/Safety/Livability Committee: Arrangements for 5/21 fountain unveiling were discussed. In crime activity, it was noted that car windows are being shot out on Second Street NE, and that speeding and red-light running are problems in the area. Bike patrols will be starting within next two weeks and they will be asked to concentrate on this area. Rainville also mentioned this to police and asked for extra patrols. Resident concerned about illegal car sales attended 2PAC meeting and police are following through on his reports. Car was stolen from the SuperAmerica lot in the last night or two, but it was left running while unattended.
Above the Falls Citizens Advisory Committee: Plan that would enable eligibility for funding for area on west side of river is going before Park Board soon. Most is public land now. Group is talking with Scherer Bros. re: possible trail easement.
Other business:
Diane Hofstede suggested compiling a list of board members' special expertise, including professional and hobby areas, so that neighborhood can tap into these resources when needed. She will develop sign-up sheet. Could also diplomatically ask via neighborhood e-mail list. More discussion of this at June meeting.
Ben Grans-Korsh presented draft of postcard to generate student/youth involvement in neighborhood. Plan is to mail it to whole neighborhood. Suggestion was to add text outlining what youth would do; also, add ID of neighborhood and outline of neighborhood boundaries like on Village Profile ad.
Bylaws committee has not yet met.
No date yet set for city public hearing on SuperAmerica site plan action.
It was requested that Rainville send letter about neighborhood concerns re: Boom Island Park maintenance plans and budget. Rainville will send and ask park staff and Commissioner Dziedzic to comment at next meeting.
Settlement arranged by attorneys, not Rainville, for Marchant case that STAWNO won. STAWNO will get $1,000 deductible back (directors and officers insurance). Copy of letter from plaintiff distributed to board.
It was requested that Marshall Street have a median like the one going in on Central Avenue. Rainville will ask County Commissioner's aide for update. Letter will be sent to put on record that neighborhood wants to be involved when redesign is taking place.
