Meeting was called to order at 7:30 p.m. by chair Michael Rainville. Motion was made (Bonnie Brozak), seconded (Joyce Vincent) and carried to approve February minutes as presented. Motion was made (Ed Brozak), seconded (Diane Hofstede) and carried to approve agenda with addition of student representative discussion.

Ben Grans-Korsh requested that STAWNO have a student advisor non-voting member position on its Board of Directors; he would like to serve in that capacity. Purpose would be for children in the neighborhood to offer input to board and vice versa. Motion was made (Diane Hofstede), seconded and carried to consider this suggestion as part of a bylaws study, since position would probably require a bylaws change.

Written financial report was reviewed and discussed.

Rainville said car-sales issue brought up at last STAWNO meeting was passed along to police at 2PAC (Second Precinct Advisory Council) meeting; police said they will stop this activity. It was noted that there are lots of car thefts right now. Problems at apartment building in 400 block of 5th St. NE were noted. Can city inspections pay close attention to this property? Pete Gamades will relay this suggestion at the next 2PAC meeting.

Written report was presented by Rainville on SuperAmerica landscape committee meeting. Nine points of agreement were noted. (See handout.) Plan is for SuperAmerica to present new drawings in April. It was suggested that frequency of site patrolling be defined.

Ron Korsh presented verbal report on 3/2 Land Use Committee meeting. Main topic: Nicollet Island-DeLaSalle athletic site proposal. Committee was split on what to do. Compromise resolution was suggested tonight by Korsh. After several word-change suggestions and amendments, it was moved (Tony Hofstede), seconded (Jerry Evans) and carried to approve a resolution stating: “Be it resolved that the St. Anthony West Neighborhood Organization does not object to the expansion of athletic facilities on Nicollet Island, except where such facilities would encroach on Minneapolis streets and/or parklands. Further be it resolved that STAWNO encourages discussion between DeLaSalle and the residents of Nicollet Island to reach an amicable resolution of the issues.”

Joyce Vincent reported on Above the Falls Citizens Advisory Committee. Tony Hofstede requested a map of areas referred to in her verbal report. Diane Hofstede suggested further discussion about encouraging Scherer Bros. to be better neighbor; Vincent suggested she come directly to AFCAC with this idea.

Rainville distributed photocopies of 1962 photo showing unveiling of old Grain Belt fountain. 5/21 event plans include Singing Ranger, face painting, harpist, a few speakers, April coloring contest and possible kids choir. Evans and Rainville will work on flowerbed planned for corner of site per RSP plan and completed fundraising.

Agenda for next Thursday's annual meeting was outlined by Rainville. Each committee will have a “station”; coordinators should establish meeting date with volunteers within 1-2 months, meet and select chair and co-chair. It was suggested that STAWNO may need to revisit timing/date of annual meeting. Vincent and Linda Olson are reviewing bylaws. May not be ready for annual meeting. Bylaws can be changed at annual or special meeting.

Other business: Northeast Minneapolis Chamber of Commerce is producing map with ads. Consensus: Buy smallest ad, noting Web site.…Next Land Use Committee meeting is 5/5 (first Thursday of month, 7 p.m., MainStreet Lodge lower meeting room)….Diane Hofstede offered compliments to Olson for leadership during previous committee meeting's discussion of DeLaSalle issue.

Motion was made, seconded and carried to adjourn. Meeting adjourned at 8:40 p.m.
