Meeting was called to order at 7:35 p.m. by chair Michael Rainville Sr. Financial report was reviewed. It was announced that 5/21/05 is Bottineau Library fountain unveiling.
Crime and Safety: Photos of car wreck near 13th/14th/Marshall were shown. Hennepin County will be taking various steps to improve safety, such as striping, removing parking restrictions, more enforcement, digital speed signs.
Housing: Boarded house on Main Street was discussed. Ownership is believed to have returned to bank. Question is: Who will get hands on it (and another house nearby) first to rehab. STAWNO has resources available. Housing fund status was reviewed. Revolving Loan Program balance is $180,000 plus a potential $80,000 in program income from loan repayments. $56,000 is owed GMHC for past Gap Program houses. Rainville suggested participating in city's HOW program, which functions similar to Gap Program, for low- to medium income people. Average funding for Gap houses from STAWNO has been $5,000, but most have been upscale owners. Revolving Loan Program has been slow lately. STAWNO needs to look at “at risk” houses and discuss how to address. HOW houses are required to be owner-occupied, with minimum five-year ownership before selling. Pros and cons of participating in HOW were discussed. Motion was made (Tony Hofstede) and seconded (Joyce Vincent) to use $156,112.10 from the revolving loan program to participate in a Gap program with GMHC via the HOW program, with quarterly reports provided by GMHC and goal of completing three houses after GMHC is paid for its current outstanding expenses. Motion passed, with Sally Grans abstaining. Motion was then made (Tony Hofstede), seconded (Bonnie Brozak) and carried to transfer $30,300.75 from Gap sale proceeds back to GMHC, per housekeeping process for Gap program. Grans abstained.
Minutes: Motion was made (Jerry Evans), seconded (Joyce Vincent) and carried to approve November minutes as presented.
General Fund: Request was made to separate B.F. Nelson, Library and Admin pots on financial report. B.F. Nelson committee and others will meet Jan. 6, 7 p.m., at MainStreet Lodge. Tony Hofstede will send notice to office for e-mailing to neighborhood list re: committee formation. This will be chance to talk about opportunity for Nelson site sidewalk and garden. Met Council may seek $40 million bonding for riverfront.
MEND: Will review bike trail on 18th Avenue. Eastside Task Force may be formed. Diagonal trail along Hwy. 88 is to be done in 2005. Need to pursue idea of linking parks along Marshall.
AFCAC: Funding cuts for upper river area park were noted. Upper River development corporation proposals are due mid-January. Mississippi Watershed Management Organization (MWMO) has funding available for Upper River work, but need agency that can receive money to acquire land along river. Restoration efforts will focus on area near Gluek Park and area under east bank Broadway Bridge. AFCAC continues to try to get coordinated plan in place with government and others re: acquisitions.
