Meeting was called to order at 7:30 p.m. by Chair Michael Rainville. Following introductions, Kathie Blea announced her resignation, effective after tonight's meeting, due to move to Denver. Motion was made (B. Brozak), seconded (Rozentals) and carried to accept January meeting minutes. Financial report was reviewed.
Sheridan Neighborhood Organization (SNO) is holding meeting Monday re: area bar robberies. There has also been a rash of graffiti in the area. Rainville and Todd Parker will attend meeting.
The Early Warning System property information accessible via MNIS (Minneapolis Neighborhood Information System) that STAWNO belongs to was explained. Annual resolution for participation in MNIS (with GIS mapping capabilities and U of M assistance) was read and discussed. Motion was made (Grans), seconded (Parker) and carried to pass resolution and continue participation.
Jan. 10 “Affordable Housing 101” meeting was recapped. Those attending noted usefulness of meeting, particularly for info on co-op housing.
Rainville reported that hearing “Love Canal” environmental activist Lois Gibbs recently at Shoreham Area Advisory Committee/National Environmental Trust (NET) event inspired him to renew push for clean-up at B.F. Nelson site. Mississippi watershed grant application was discussed as resource. Results of second round of testing not in yet, so awaiting answers on what clean-up entails. Rainville suggests urging Park Board into action. Consensus is that STAWNO should also work with NET and Groundwork to spur on Park Board. Groundwork has new executive director. Rainville will check into next steps.
CPED's Bob Cooper has instructed STAWNO that grievance response should be from board to James Bartlett, not from STAWNO attorney to Cooper. It was agreed to follow this protocol and send response. Cooper will be invited to annual meeting.
Rainville reported on Above the Falls Citizens Advisory Committee due to absence of Joyce Vincent due to AFCAC meeting tonight on future of Upper Harbor terminal. AFCAC is appealing Riverview development and has discussed marina idea. New city staff has replaced Wayne Olson.
Speed problems continue on Marshall Street; Schillings have been hit again. City engineer agreed to 3M speed signs on Marshall and University near city entrance. Marshall Terrace neighborhood has $20,000 set aside for this. It was noted that state might have surplus mobile generators to run the signs; Marshall Terrace is checking into this. Main Street bridgework is scheduled to begin May or fall. Could possibly have update at Annual Meeting. Bridge would be model for rest of work planned for Marshall. New Hunt-Gregory townhome frontage issues have been resolved. It was noted that Hunt-Gregory site looks very messy; are townhomes really going to be built? Comment: Of 12 units, all are sold except three; unknown what constructions plans are, however.
Announcements: SNO Ball is 2/21….Mississippi Corridor Neighborhood Coalition forums on health issues are 2/21, 3/20 and 4/24…. Library Board has started advocacy group to discuss Capital Long Range Improvements budget and how city makes decisions on CLIC; meeting is open to all - 2/21 at SE library….Annual meeting award recipients were discussed. CM Samuels, County Commissioner Stenglein, new police chief and Second Precinct inspector will be invited. Diane Hofstede will give “state of libraries” remarks. Tony Hofstede has arranged for beverages.
Meeting adjourned at 8:05 p.m. to executive session to discuss legal and personnel issues.
