Meeting was called to order at 7:30 p.m. by President Michael Rainville Sr. Following introductions, motion was made (Bonnie Brozak), seconded (Joyce Vincent) and carried to approve of the agenda. Crime and Safety: No issues raised.
Unity Jam: Al Brown presented details of the July 4, 2004, event schedule for Boom Island, noon to 9 p.m. (City will conduct fireworks at 10 p.m. from another location.) Unity Jam event has been in business since 1996, first at Loring Park, then Midway Stadium, then St. Louis. Formerly known as MarleyFest Minnesota. Admission is $17 (kids free); will have admission gates and fence so that people are not walking through yards to get in. Approximately 8,000-10,000 people are expected. Brown will provide pair of free tickets to each of the Boom Island Village homes. It was noted that for past events like this, off-duty police and parking passes for neighbors were provided. Music stages will be oriented so that sound goes towards river, said Brown. He will check on access to marina parking. There will be no early a.m. sound checks on Sunday; will take care of that Saturday afternoon. Entire Boom Island Park is slated for the event. He promised that clean-up will be “excellent.” No alcohol will be allowed. Focus will be family-oriented, with 30 vendors each for food, retail, health. Rainville will put Brown in touch with Northeast Minneapolis Arts Association. It was suggested that possibly more security or a defined number is needed, due to size of anticipated crowd, but STAWNO could approve this contingent on final detailed security report in June. It was recommended the gate off 7th Avenue be locked. Rainville will send letter to Park Board contact reiterating this discussion. It was also noted that July 4 this year will include bigger than usual events at Nicollet Island and beyond due to Grand Excursion.
Housing: “Affordable Housing 101” meeting sponsored by SNO was announced. See also newspaper article on St. Anthony East/Clare Housing project that went from 140 rental units to 30 rental and eight housing land trust units. Comment: This is now a positive development with better scale and design.
Appeal of River Run project has been continued. Developer may have new plan for housing.
B.F. Nelson Site: Testing wells have been placed. Results are due in a couple months. Goal is to determine how water is moving through site and how to clean it up. “Beaver condos” along river were noted.
CPED Grievance: STAWNO attorneys have made initial responses, but Jim Bartlett has concerns about this. STAWNO legal committee will meet to address issue of responding at same time as lawsuit is pending.
Above the Falls Citizens Advisory Committee: Group hasn't met since last STAWNO meeting, but committee is working on establishing an Upper Riverfront Development Corp. No one has taken on Wayne Olson's job since he left MCDA; resolution of this issue from city is pending. Rainville will ask Jim Jarvis if he plans to step down from AFCAC. John Zitur was suggested as replacement.
Historic Marshall Street: A couple new speed limit signs are already in place. Rainville will meet tomorrow with 3M regarding the radar-type signs; he'd like to ask for 10 solar models.
Main Street Bridge: Old stones will be recycled and retaining wall replaced. Stones could someday be used at B.F. Nelson park.
Other Business: Diane Hofstede announced Jan. 15 meeting at Crown Roller Mill where new NRP housing program will be unveiled.
