Meeting was called to order at 7:40 p.m. by chair Michael Rainville. Motion was made (Hofstede), seconded (Prondzinski) and carried to approve December minutes as revised to delete reference to second B.F. Nelson grant and note that MMWMO grant to park board is $775,000.

Financial report was reviewed. Motion was made (Hofstede), seconded (Prondzinski) and carried to approve application for $2,000 CPED 2008 funding using the same budget line items as in 2007.

Open Forum: 2/23 is State of Precinct meeting at Aveda; STAWNO can have an information table. Precinct would also like a donation for a stove. Motion was made (Gamades) and seconded (Parker) to donate $100 out of Admin Funds for stove or microwave. Hofstede suggested amending this to hold off donating the funds until he can check into his available inventory for donation. Margl also offered to donate microwave. Precinct invites anyone interested to sign up for a ride-along; see office for details. Prondzinski will be attending Citizens Police Academy.

Committee Reports:
Outreach and Fundraising: No report. Rainville said he will be meeting with St. Anthony Main owner to firm up details on this year's Stone Arch Festival fundraising.
NRP Task Force: NRP office is reviewing final draft details. Might be able to take this up at February meeting.
Crime, Safety and Livability: “CLEAN Sheet” is new online info sharing from MPD regarding people to be aware of. Big drop in car burglaries noticed. Crime seems down. New owners of 901 Second St. NE apartment are large landlords. Council Member Diane Hofstede will introduce on-site manager to Rainville. Rainville will suggest owners upgrade kitchens and charge an extra $100 per month and remind landlords of previous problems and how they were dealt with by the neighborhood. Owner seems to be targeting independent seniors as renters. They will attend upcoming CARE meeting and be invited to April or May STAWNO meeting.
Land Use and Planning: Seven homes are now vacant here. Jan. 12 MEND meeting will focus on actions to take. Keep an eye on vacant properties because they can be an invitation for trouble. Great City Design Team Design Charrette for Shoreham Yards Roundhouse was announced.
B.F. Nelson Site: Met Monday with landscape architects hired by park board. Parking is an issue, as two lots (including boat trailer parking) were suggested by these consultants, along with a less formal, winding gravel path. It's a good start, but they will return with more details. Park board tends to approach these projects in a more traditional fashion than perhaps neighborhood would like. Park board will study current use of boat parking lot to assess real level of use/need.

Other Business:
Motion was made (Hofstede), seconded (Brady) and carried to change Annual Meeting to March 27 instead of March 20 this year. Note start time of 7 p.m.
It was agreed to move regular February meeting to Feb. 7 due to Valentine's Day (still 7:30 p.m. start time). Staff will alert Northeaster regarding ad and send e-mail to neighborhood list.
Newsletter meeting will be Monday at Margl's house.
