Meeting was called to order at 7:35 p.m. by chair Michael Rainville Sr. Motion was made (B. Greffin), seconded (Beekman) and carried to approve agenda.

Treasurer's Report: Due to a breakdown of copy machine, no copies of the Financial Report are available this month, but staff said nothing out of the ordinary took place since last month except receipt of $2,000 from city for 2007 Citizen Participation funding. Only about $5,000 remains in the Revolving Home Loan Program. STAWNO needs to move all or a portion of the $29,000 in Program Income into it; plan is to vote next month.

NRP: Northeast resident Doron Clark discussed the future of the Neighborhood Revitalization Program (NRP) and what neighbors from throughout the city are doing about it. Details are at www.neighbors4nrp.com. Neighbors have been circulating postcards, signing petitions and voting to send a letter (sample provided) to the city council and mayor, asking them to fully fund NRP Phase II and to allocate $10 million per year after 2009 state law expiration. NRP is only 7/10th of one percent of city's budget. Motion was made (Prondzinski), seconded (Evans) and carried to approve sending this letter.

Committee Reports:
Fundraising/Outreach - Gamades thanked all volunteers who helped with this fall's events. Numbers were up and expenses were down or flat. Preliminary figures indicate about $16,000 was made vs. $10,000 last year. He is taking suggestions via e-mail for ideas for next year's event. $2,500 will go to the Ritz per last year's agreement. One item was left from Silent Auction. Gamades was recognized for his incredible work on making these events a success.
NRP - Bob Margl is out of town, but it appears Phase I review is nearly finished. Policy Board elector and alternate names were sent to League of Women Voters office per NRP office's instructions. See Downtown Journal for article on NRP funding “roller coaster.”
Communications - Margl will determine deadline for newsletter stories. Question was raised about whether Farmers Market is moving to 13th Avenue or staying in St. Anthony West.
Crime, Safety, Livability - Police inspector wants neighborhoods to adopt vacant homes and keep up the yards as a crime deterrent. Will try to get a list from the CARE meeting. There is a purchase agreement pending for 901 Second St. NE; plan is to keep it an apartment building. Nov. 15 is closing. STAWNO needs to make clear its expectation that all city orders will be enforced. Timing of when to inform buyer of this was discussed; conclusion was to send letter once new owner is official, welcome him/her, invite him/her to a neighborhood meeting and discuss plans.
Land Use/Planning - Committee is working with MEND ((Mississippi Eastside Neighborhood Development Corp.) neighborhoods of Bottineau, Sheridan, Marshall Terrace and STAWNO to focus on home foreclosures/vacant homes. Meeting is planned for Jan. 12 at Ritz with GMHC, City of Lakes land trust to find out what resources we can provide. Will follow up with meeting in May. Four goals: ID vacant homes, get them into ownership situation, rehab, sell. Contact bank that owns foreclosed properties re: upkeep issues right now, since bank is liable.
B.F. Nelson - Motion was made (T. Hofstede), seconded (Brady) and carried to approve sending a letter (draft presented by Sally Grans) to get support for Minneapolis Park and Rec Board or Groundwork to apply for a $75,000 grant from the Department of Natural Resources for revegetation of a bank at the site. Committee's meeting schedule was discussed; Rainville will talk to Denise Bryn about frequency, and Grans will talk to Holly Larsen. Main/Marshall Bridge will be redone in January; should take 10 months. Sidewalk will be added.

Other Business: Next CARE meeting is Nov. 28….Options for the Grand Rounds Missing Link that take out houses south of E. Hennepin have been eliminated; Main/Marshall upgrades are still on the table.

Motion was made (Evans), seconded (Jarmulowicz) and carried to approve October minutes.
