Meeting was called to order at 7:35 p.m. by chair Michael Rainville Sr. Following introductions, agenda and December minutes were approved. Financial report was presented by Treasurer Pete Gamades.

Copies of last year's memorandum of understanding regarding Farmers Market and STAWNO were distributed. Tom Taylor reported that 13th Avenue business association contacted him regarding Market joining the association and moving the market to 13th and University. Pros and cons were discussed. STAWNO consensus is to renew MOU for another year, provided Market is in St. Anthony West. Representatives should attend Jan. 25 meeting where Market advisory council will be formed and express desire that Market stay here. Taylor stressed that this (location) decision is not his to make; rather, the new advisory council will decide. (Note: Gamades left the meeting at this point due to illness.)

Crime and Safety Committee: Rochelle Prondzinski recapped recent 2PAC (Second Precinct Advisory Council) meeting. May 14 is statute dedication. New, stricter repeat DWI regulations go into effect Jan. 19. There was debate about whether the proposed alley ordinance passed or not. CM Hofstede sent letter to SuperAmerica noting they are in violation and must complete landscaping and other site work. Jan. 29 is block club meeting. Jan. 17 is CARE meeting.

Outreach and Fundraising Committee: No report

City/NRP-sponsored Community Engagement meetings coming up later this month throughout city were discussed.

Bob Margl met with Stacy Sorenson of NRP office to get background in order to move forward with Phase I review/Phase II planning. He, Sorenson and Gayle Bonneville will meet to keep this moving forward in next week. Margl hopes to have committee formed by February, feedback from neighborhood in March, outreach in 60 days after that, then button down plan by June 1 or approximately.  What does the community want?  What are the criteria for outreach? Survey has already been done as a first step.

$7,500 in NRP funding allocated to St. Anthony East Neighborhood Association for St. Anthony Park has not been used. Per notice given last month, STAWNO's intention is to reallocate that money to the Cops on Bike program and have final vote tonight. Motion was made (T. Hofstede), seconded (B. Greffin) and carried to reallocate the $7,500 to the existing COB strategy. Rainville will find out how much time COB spent in neighborhood last year. Prondzinski volunteered to help coordinate COB schedules this year.

Discussion was held about STAWNO meeting procedures, outreach, who votes and who talks. Questions were asked about how to increase grassroots participation. Margl said Scherer Bros. Lumber human resources person will attend next month. He has also talked to Graco. Block clubs were mentioned as resource.

CM Hofstede said Superior Plating doesn't have a developer (for proposed housing project) or a relocation site at this time. Only funding available for housing right now is for affordable/homeless-type housing. City is working on a parking study now. Traffic issues on 4th Street re: awkward turns were noted. Plans are in place to fix; weather is the hold up now.

Motion was made (T. Hofstede), seconded (B. Greffin) and carried to reimburse Joyce Vincent $200 for community gardening-related supplies. Rebates of up to $200 for these types of activities (maximum of five grants in 2007) will be announced at the annual meeting in March and in the next newsletter, so that all have access to apply. Margl volunteered to work on newsletter.

Sheila Biernat presented information on Get Fit Twin Cities program and solicited for teams. In May, a walking program will start.

Resident noted Park Board was helpful in getting bids for Dutch Elm diseased-tree removal.

Neighborhood survey on impact of funding/lack of funding was discussed, answered and will be forwarded to NRP office.

Tony Hofstede will contact Rainville about Bylaws Task Force.
