Meeting was called to order at 7:35 p.m. by chair Michael Rainville Sr. Motion was made, seconded and carried to approve agenda.
Rainville noted correspondence from NRP on upcoming open house. Bob Margl gave update on recent NRP Policy Board election.
Motion was made, seconded and carried to approve minutes, with clarification that Ritz Theater donation of $2,500 will be $5,000 total including next year's fundraising.
Gamades recapped treasurer's report. Rainville noted that housing money available for loans is creeping up, so STAWNO may want to market this program this spring. Financial report for Farmers Market was presented and relationship was assessed. Rod Stevens of Market explained operations and said he will get insurance info to STAWNO. Outreach and goals of STAWNO's association with Market were discussed. It was suggested this be fleshed out more for 2007. Stevens said Market's goal has been to become its own 501(c)3. Consensus is to continue the STAWNO arrangement with the Market, use outreach capabilities more, get proof of insurance, Stevens to establish advisory board, and Market to work toward goal of being 501(c)3 this year. Budget was also requested and general business plan that lists vendors, goals, etc. Rainville will ask Jim Jarvis to review and update Memorandum of Understanding.
Parameters of Ritz Theater donation use were outlined based on discussion Rainville and Gamades had with Craig Harris. Mission outlined per handout was agreed upon. Will review from time to time. Rainville was authorized to send letter to Harris confirming this and to also outline to Harris outreach/ads/flyers that STAWNO could help with.
Rochelle Prondzinski recapped recent 2PAC meeting. Todd Parker was thanked for promptly removing the graffiti on his business. SuperAmerica seems to be complying with trash pickup and closing hours and has now agreed to close the 9th Avenue opening and do the required landscaping. It was suggested walking club that includes kids be formed in the neighborhood for litter control, not crime patrol. Prondzinski will mention litter problems at next 2PAC. Parker noted break-in at his home with little to no follow-up although response was quick. Comment was made that 331 Club is an asset and it is hoped it can get situated with city's licensing procedures.
It was suggested that unused $7,500 in NRP funds allocated to St. Anthony Park in adjacent St. Anthony East neighborhood be reallocated to Cops on Bikes. Program spends about $8,000 per summer; $20,000 is in the fund right now. Final vote in January.
CARE meeting is Dec. 20 at Eastside Neighborhood Service.
Scherer Bros. agreed to make the dust collector blend in and to do landscaping next spring similar to the Teachers Union site.
Reactions to the Superior Plating proposal were shared: Some thought it was great. Site is better used for housing, although the industrial use provides valuable jobs. Design was wonderful. Retail on main level is good idea. Like idea of returning to two-way streets. CM Hofstede is working to find a place in the city for Superior to relocate. 150-180 units in each of four stages, so total of 600-700 units at about 900 sq. ft. each might be a concern. This is not downtown - leave tall buildings downtown. This is the concept, but would an actual developer follow through? What about impact on traffic? Traffic study is needed. Rainville will draft a letter with these comments for review at January meeting.
Rainville has consultant to assess Pioneer Statue and see what moving cost is. Park head Gurban says statue is good for first phase of B.F. Nelson park. City's art coordinator thinks statue could be most historically significant city statue because of Pillsbury connection.
In May statue is going up at Second Precinct. All money has been raised. Cost is $120,000.
Best Buy Corporation donated $1,000 to STAWNO on behalf of Pete Gamades. Thank you to both Pete and Best Buy!
