Meeting was called to order at 7:35 p.m. by chair Michael Rainville. Following introductions, agenda was approved as written. Motion was made (T. Hofstede), seconded (Gamades) and carried to approve minutes.
Treasurer Gamades reviewed and explained financial report. Motion was made (T. Hofstede), seconded (Evans) and approved to submit CPED request to city as written. Farmers Market wants to donate $200 to St. Boniface Church. Fiscal agency document was noted. Topic of Farmers Market will be December meeting agenda item. Market reps will be invited. How much time is this taking STAWNO? Gamades reviewed receipts from fundraiser expenses he incurred for printing and postage of approximately $700. Reimbursement was approved and Rainville was authorized to sign check to Gamades. Motion was made (Evans), seconded (T. Hofstede) and carried to pay $190 annual membership in Northeast Chamber of Commerce, following discussion of pros and cons of joining. It was decided to either join or donate for parade, not both, so Chamber will be notified not to seek more funding for parade. Boom Island Village Block Club request for grant funding was tabled until December, following discussion of defining the program, getting word out on the program, establishing guidelines, etc.
Rainville met with SuperAmerica last week regarding landscaping and site compliance. SA does not want to close off 9th Avenue access. They have installed security cameras; after 30 days, STAWNO will be invited to review tapes for trouble. They also promised to take care of trash more effectively. Council member has it on list of problem properties for city to look into. Rochelle Prondzinski will attend 2PAC meeting to report graffiti in neighborhood.
Request from Scherer Bros. for conditional use permit for dust collector six feet higher than zoning allows was discussed. Rainville talked with company about this and reminded them of previous STAWNO letters requesting better landscaping. Are they intending to stay at the site? Can concessions be negotiated with them? What are the alternatives/trade-offs of this CUP/dust collector? Council member will ask city planners about this Monday. E-mail/letter will be sent to her about this.
Superior Plating meeting on housing proposal is Nov. 18, 10 a.m. Proposal is for high density, small units, four towers. STAWNO needs to keep an eye on this. What about parking? Should others be notified? What abut “community benefits agreement” like other cities do? Will send first-class postcard announcing meeting. Also put on Web and ask for e-mails.
Question was asked about Graco tree cuttings. Company says this was for security reasons. Rainville has reminded Graco of its TIF commitment and neighborhood's wish to see wrought iron fencing/art or similar enhancements on Broadway corner.
B.F. Nelson committee has not met.
Fundraising Committee recommends proceeds from October event be split $7,500 to B.F. Nelson, $2,500 to Ritz Theater. Motion was made (Evans), seconded (T. Hofstede) and carried to approve, provided the Ritz Theater money specifically is used for neighborhood youth programming. Language to be negotiated before check is turned over. Pioneer Statue base was nicked recently by car. It was suggested STAWNO work on funding to move the statue to a more suitable space. Bids were placed for PlayStation remaining from Silent Auction; Rochelle Prondzinski offered top bid of $80.
Council member Hofstede recapped recent Third Ward Summit, attended by 250 people. CARE Committee will meet monthly to discuss problem properties and crime.

NRP Task Force will be formed and work will soon begin on Phase II, once volunteers come forward to assist. Bob Margl volunteered to be STAWNO's elector to Dec. 12 NRP Policy Board election, with Tony Hofstede as alternate.
