Meeting was called to order at 7:40 p.m. by Chair Michael Rainville. Motion was made, seconded and carried to approve minutes and agenda. Financial report was reviewed and discussed, as was housing loan program report. Role of STAWNO in Farmers Market was discussed. Fiscal agency will be reviewed at future meeting.
Committee Reports:
Crime, Safety, Livability: SuperAmerica issues related to hours of operation, drugs, prostitution and other criminal activity were discussed. Questions were asked about why previously discussed landscaping plan has not been implemented. CCP/Safe staff Carol Oosterhuis said she would inform SA employees of need to call 911 if anyone comes on site during closed hours. STAWNO will follow up with SA management, keep council member informed, and demand action. Rainville will invite Northeast Citizen Patrol to upcoming meeting to see what they/we can offer neighborhood. It was suggested it be called a “Walking Club” instead. Could also address code violations. Rainville will also call 311 regarding SA code violations. Block club training is 9/18. Send out notice to neighborhood e-mail list about this and personal safety workshop 10/2.
Land Use and Planning: Main Street cluster homes are framed up and for sale. Real estate agent is Paul, (612) 723-2502. STAWNO's NRP gap program was explained. Neighborhood will be having future conversations about housing funds for NRP Phase II and will review past programs.
B.F. Nelson Site: Because people continue to eye up this site for projects other than what community has decided upon repeatedly over the years, STAWNO had Cuningham Group prepare updated design boards. Plans also call for moving Pioneer Statue, a grand entry, sculpture/art, possibly even solar-powered lighting and porous pavers. Deed will note pollution restrictions that prohibit digging beyond a certain level. Motion was made (Parker), seconded (Evans) and carried to formally approve the new updated plan. When will NRP Phase II take place? STAWNO needs task force members who will drive it. Will get “road map” for next meeting and call for volunteers.
Outreach and Fundraising: Oct. 7 event was discussed. Publicize this to everyone and everywhere. Donors still needed for silent auction. Also need day-of volunteers. Next meeting: 9/19.
Rainville recapped earlier SA discussion for Council Member Diane Hofstede, who joined the meeting. Hofstede said she handles issues like this by putting conditions on their licenses. She will review files to see license status and talk with applicable city departments on how to proceed.
CM Hofstede also noted CARE committee will meet monthly, starting in October; each neighborhood can submit names of two people to attend, but meetings are open to all. City staff will also be in attendance. Police chief and inspections head will be at next Third Ward Summit 10/21.
Bylaws Task Force was sidelined due to resignation of chair/board member. Tony Hofstede volunteered to head it up and schedule meeting.
With the Ukrainian Festival this Sunday in the neighborhood, it was noted that astronaut Heidi Marie Piper is also a Northeaster of Ukrainian descent who attend school in St. Anthony West.
It was requested that block club building be placed on agenda for future discussion.
