Meeting was called to order at 7:40 p.m. by chair Michael Rainville.
Motion was made (Gamades), seconded (Evans) and carried to approve agenda. Motion was made (Evans), seconded (Gamades) and carried to approve April minutes with clarification added under B.F. Nelson site report that “Chinese garden proposal was discussed at the recent committee meeting and not received well. It does not fit into STAWNO vision.” Financial report from treasurer Gamades was distributed and reviewed.
NE Farmers Market opens 6/3. Memo of Understanding is completed. Group is looking for 5' x 7' shed to store tables and chairs on site. If St. Boniface Church is OK with that, so be it, but market officials were cautioned about theft/crime issues.
Crime, Safety & Livability Committee report: Rainville talked with CCP SAFE about motion detector lights; SAFE contact will gather ideas from other neighborhoods' existing programs. City has new ordinance on unkempt houses - three warnings before city steps in, cleans up property and charges owner. Call 311 for all property complaints. Neighborhood seems quiet otherwise.
Land Use & Planning Committee report: Todd Roeder will be co-chair with Linda Olson. No other report.
B.F. Nelson Site Committee report: Grans presented and reviewed draft 2/2/06 minutes. Chinese garden proposal was not well received at that meeting. She presented draft letter that she suggested be sent to Minneapolis Park and Rec Board members with copy to council member. Grans will e-mail to Rainville for final “wordsmithing” and then he will run it by Grans again. Letter should get out in next week or so. STAWNO opinion on this needs to get out there. Chinese garden developers say the building is essential to the deal (deal killer), but it's a big obstacle. Walled garden with admission fee/members only is also an obstacle. Grans, Rainville and Cuningham Group are to meet 5/25 to get visual update for STAWNO plan (the plan MPRB created in 1996 after years of work by community). Motion was made (Gamades), seconded (Grans) and carried to send this type of letter stating neighborhood's opposition to Chinese garden proposal and neighborhood stance. Rainville will do this.
Outreach/Fundraising Committee report: Meeting 5/16 at Joyce Vincent's house. Will assign leads for Oct. 7 fundraiser and start process for Phase 2 of NRP. It was suggested that bylaws and Phase 2 ideas be discussed at same Town Meeting. There will be a community process for Phase 2; this meeting will just kick-start the process.
Bylaws Task Force report: No report from Linda Olson. Will put bylaws on June board meeting agenda for 7-8 p.m. time certain and focus on this.
Announcements: Compliments to CM Hofstede for tackling Third Ward Summit and continuing meetings. Next follow-up meeting is 5/31; next major summit in fall. Very enlightening, useful, can-do attitude instead of whining….City housing inspectors will be focusing on Wards 3, 4 and 5; CMs are committed to working on this and the connection to crime/safety. City has torn down or improved more houses in last five months than before; these are houses that “don't contribute in a positive way,” said CM Hofstede….Ritz Theater opens tomorrow. Getting old Guthrie's seats….New Central Library opens next Saturday….Groundwork annual meeting is June at NE Library.
