Meeting Minutes B F Nelson February 2, 2006 Approved 4-11-06
In attendance: Sally Grans, Michael Rainville, Scott Smith, Heidi Andermack, Chank Andermack, Nels Gronquist, Kristina Gronquist, Doug Padilla, Ron Korsh, Tony Hofstede, Groundwork Mpls Director Karen Swenson and Guests Bernie Jahn (Hennepin County Engineer) and Jon Oyanagi, Mpls Park Board Regional Director, and Jon Gurban, Mpls Park Board Superintendent. Meeting called to order at 6:33 pm at Eldercare basement.
Marshall/Main Bridge Presentation
Henn County Bridge Engineer Bernie Jahn brought the diagrams for the new Marshall/Main Bridge over the railroad tracks between 3rd Ave NE and Hennepin Ave.
(These boards will also be brought the STAWO meeting for neighbors to review on Thursday Feb 9.)
Street Closure:
Area will be closed from end of February 2006 until September 2006. Final plantings in the boulevard will not occur until June 2007.
Official Detour will be from Broadway to University to Hennepin. However - the other side streets will be available for cross traffic.
Design:
Bridge is a 2 span concrete structure with 40' wide road bed. There are two lanes of traffic with an 8' shoulder (bike lane), 7' boulevard and 5' walkway. This plan directly relates to the Corridor plan that Cunningham Associates created for STAWNO three years ago.
There roadway will be raised slightly higher than the townhomes on the north side of Marshall - so there will be steps from the sidewalk to entry those homes. Retaining wall will be brushed rock type concrete block.
Overall design has stamped concrete and tan colored concrete rocks. There is a potential cutaway for future light rail connection. There is a 2' extension overlook on the south side over the train tracks looking back to the city. The railing is traditional. There are acorn type lights spaced on the entire bridge span and at the center there are four three-lamp type fixtures. Trees to be planted in 2007 are Honey Locust type.
Bernie Jahn noted that the historic large kokato abutment stones will be salvaged and placed (as directed by the Park Board) somewhere on Nicollet Island.
He was unsure of the replacement of the sidewalk on the south side of the property -
But said discussions were in place with the Park Board that owns that property.
Superintendent Jon Gurban, Mpls Park and Recreation Board on B F Nelson
Sidewalk along south edge of Marshall by the proposed bridge was discussed. Gurban is working with the County, but the end result is not known at this time. The committee reiterated their concern that has been statedin writing for the addition of this needed sidewalk for pedestrian safety.
Federal remediation of the site is to begin this spring but they do not have any specific knowledge of the start or end dates. Several committee members commented on our community role in getting funding for this remediation to occur. All agreed that the name B F Nelson does not need to be the continued name - and that blending it all into Boom Island may be a possibility. Mr. Gurban commented that he is aware that the existing Boom Island is in need of additional landscape and work to “facelift”.
Mr. Gurban noted that a separate group presented a Chinese Garden (including a building for 300 for events, parking and `walled and gated garden' plan to the Board in December but no action was taken. He was pleased that this group is coming to our meeting our next month (March 2).
The committee noted our concerns that the Chinese Garden did not appear (but we will keep an open mind) to meet the issues noted in the 1992 community approved master plan nor the confirmed and approved major issues STAWNO created for continued pursuing funding to renovate the park as noted in the November meeting:

The Park Board is currently carrying $600,000 for renovation of the park - but this is pending state approval.
Mr. Gurban suggested that we work with Emily Ero Phillips in the future for discussion on the design of the park.
Doug Padilla and Heidi Andermack have met with a couple of curators of major public art parks to discuss working with us (on a commission type basis) to assist in design and acquisition of significant art for B F Nelson. They are discussing this and will be reporting back with a recommendation.
Discussion on the BF Nelson continued that a drawing of our intended interests should be in place for the Park Board to respond to. Mike moved and Tony seconded that the committee should request to STAWNO to use $2,000 - $3,000 for the Cuningham Group for reimbursables
to assist in updating the 1992 master plan with the key elements (Environmental, River connection with Boom Island, Historical and Art). Unanimously passed and to be presented at 2/9/06 STAWNO meeting.
